. . , .
• 550 North Edward Street
July 3, 2008
I
3. Parking spaces will be provided which exceed the requirement of the Zoning Ordinance.
The bank itself requires 12 spaces, 17 spaces are provided. The drive through lanes require
25 stacking spaces with 23 being provided, staff believes even wi h the reduction of stacking
spaces, the design will improve on the current situation which ge erally has traffic backed up
onto North Edward Street during peak banking hours.
4. The Comprehensive Plan shows the area as Heavy Industrial, ho ever, this banking facility
has been at this location for a number of years and adds stability to the area. Increasing the
number of drive-up teller lanes two (2) fold will help ease co gestion on North Edward
Street that occurs at peak times when traffic is backed up in the c rrent two (2) lane designed
facility. Not only should this facility not increase traffic in the ea it should ease some of
the congestion that occurs at peak times. '
STAFF RECOMMENDATION
1. Based on the above analysis, staff recommends approval of t e PD with the following
condition:
a. Final site, landscaping and lighting plans shall be reviewed b the Economic and Urban
Development Department, the Department of Engineering an Infrastructure and the Fire
Department prior to construction.
PLAN COMMISSION ACTION
1. According to section XIX.G.2 of the Zoning Ordinance t e Plan Commission shall
review the application at a public hearing and will make findings co cerning the consistency of
the application with the Comprehensive Plan, the Zoning Ordinance d other land development
regulations. Based on the findings, the Plan Commission will mak a recommendation to the
City Council. A motion to forward Calendar Number 08-22 to the City Council with a
recommendation for approval is suggested.
The above report constitutes the testimony and recommendation of t e Planning and Economic
Development Division, Economic and Urban Development Departme t, City of Decatur.
Suzan Stickle
Senior Planner
ATTACHMENTS
1.
