� I <br /> Excerpts from Plan Commission Minutes of July 3,2008 <br /> Cal.No. 08-22 Petition of DECATUR ARTHMOVER CREDIT <br /> LTNION to rezone pr periy from M-1 Intense <br /> Commercial/Light Indus rial District to PD Planned <br /> Development at 550 NO TH EDWARD STREET. <br /> Ms. Suzy Stickle was sworn in by Mrs. Poland. <br /> Ms. Stickle presented the recommendation of staff: <br /> The subject site is currently developed with a bank that has two O drive-up teller lanes and <br /> drive-up Automated Teller Machine (ATM) lane as well as p king for customers and <br /> employees. ! <br /> The subject petition requests rezoning to PD Planned Development to allow for the construction <br /> of a new canopy and two (2) additional drive-up teller lanes to be loc�ted on the north side of the <br /> building. The petitioner also proposes to build a 70 square foot addit on on the north side of the <br /> building that will house the ATM and the night depository. <br /> The proposed development is consistent with the character of the s ounding development and <br /> general area. The proposed redesign is consistent with the intent of th Comprehensive Plan. <br /> Landscaping that meets the requirements of the Zoning Ordinance ar being met in the proposed <br /> development landscaping plan. <br /> Parking spaces will be provided which exceed the requirements of t e Zoning Ordinance. The <br /> bank itself requires 12 spaces, 17 spaces are provided. The driv through lanes require 25 <br /> stacking spaces with 23 being provided, staff believes even with the r duction of stacking spaces, <br /> the design will improve on the current situation which generally has t affic backed up onto North <br /> Edward Street during peak banking hours. <br /> The Comprehensive Plan shows the area as Heavy Industrial, howev r, this banking facility has <br /> been at this location for a number of years and adds stability to the ea. Not only should this <br /> facility not increase traffic in the area it should ease some of the co gestion that occurs at peak <br /> times. <br /> i <br /> Based on the above analysis, staff recommends approval of the PD wi h the following condition: <br /> a) Final site, landscaping and lighting plans shall be reviewed b the Economic and Urban <br /> Development Department, the Department of Engineering an Infrastructure and the Fire <br /> Department prior to construction. <br /> According to section XIX.G.2 of the Zoning Ordinance the Plan C mmission shall review the <br /> application at a public hearing and will make findings concerni g the consistency of the <br /> application with the Comprehensive Plan, the Zoning Ordinance d other land development <br /> regulations. Based on the findings, the Plan Commission will mak a recommendation to the <br /> City Council. A motion to forward Calendar Number 08-22 to the City Council with a <br /> recommendation for approval is suggested. <br /> Mr. Bob Dean, representative, was sworn in by Mrs. Poland. <br /> Mr. John Mickler asked if the current set up of drive up services 's being replaced with the <br /> proposed drive ups. Mr. Dean stated yes. <br /> � <br />
