The Villas at Lourdes
March 6, 2008
STAFF ANALYSIS
1. It has been determined by the Engineering and Infrastructure De artment that a traffic impact
report will not be required. They have determined that this dev lopment will not be a high
volume traffic generator. The roadway and intersections of Lourdes Drive and Villa Drive should
maintain a comfortable and stable traffic flow. i
2. Adequate landscaping is proposed for the frontage as well as buffer yards on all four sides of the '
development. In addition to the landscaping along the west propert line, a 6 (six) foot fence will '
be provided at the end of the cul-de-sac.
3. City water and sewers will be provided to the development.
4. Staff believes that the proposed development is compatible with t e surrounding area and will
have a positive impact on the neighborhood. The plan is consistent with the comprehensive plan
for low density residential development. The existing and propose streets are adequate to carry
the anticipated traffic of the development. The proposed utiliti s are adequate to serve the
development.
5. The PD plan has been reviewed by the City's Technical Re iew Committee; Planning,
Engineering and Fire have approved the proposed plan.
STAFF RECOMMENDATION
1. Based on the above analysis, staff recommends approval of t e rezoning to PD Planned
Development with the following condition: preliminary plat, final p at, site plan and construction
plans shall be submitted to and approved by the Economic and Urb n Development Department,
the Department of Engineering and Infrastructure and the Fire Depa ment prior to the issuance of
a building permit.
PLAN COMMISSION ACTION
1. Section XIX.G.2. of the City of Decatur Zoning Ordinance requires he Plan Commission to hold
a public hearing to review the PD plan and report its findings oncerning the effect on the
comprehensive plan and compliance with the standards of review to the City Council. A motion
to forward Calendar Number 08-04 to the City Council with a rec mmendation for approval is
suggested.
The above report constitutes the testimony and recommendation of he Planning and Economic
Development Division, Economic and Urban Development Department, City of Decatur.
Joselyn A.
