I Excerpts from Plan Commission Minutes of March 6,2008 I <br /> New Business <br /> Cal.No. 08-03 Petition of PROFESSI NAL MANAGEMENT <br /> AND LEASING for a onditional Use Permit at <br /> 461 West Wood Street o expand its Ambulance <br /> Service Facility. <br /> Mrs. Joselyn Stewart was sworn in by Mrs. Janet Poland. <br /> Mrs. Stewart presented the recommendation of staff: <br /> The previous building located on the lot was no longer adequate to se e the needs of the <br /> ambulance service. The building has since been demolished. The use of the building was non- <br /> conforming under the current Zoning Ordinance. Because of the cons ction of a new facility, <br /> the structure and use must come into compliance with the Zoning Ord' ance. An ambulance <br /> service requires a Conditional Use Permit. <br /> The area in question is presently zoned B-2, Commercial District. <br /> The subject petition requests a conditional use permit to allow for the xpansion of an ambulance <br /> service which will include the housing and training of personnel. The facility can accommodate <br /> a maximum of four(4)personnel for lodging and a maximum of six ( ) for training. <br /> The proposed building will be 4,500 square feet and is located on 0.25 acres. <br /> Section XXII.A.3.'lists three standards which must be met in order to ant a conditional use <br /> permit. The first standard requires the applicant to show that the use i "necessary for the public <br /> convenience at the location." The proposed use is generally compatib e with the neighborhood <br /> and provides a service which can be utilized by area residents. <br /> The proposed use also meets the second standard. The facility is loca ed and designed to be <br /> operated in a manner that the public health, safety and welfare will be rotected. <br /> This use also meets the third standard. The facility will not cause sub tantial injury to thevalue <br /> of other properties in the neighborhood. The ambulance service has b�en located at this <br /> particular location for a number of years. It does not appear to have h�d an adverse effect on the <br /> neighborhood. The structure will be required to meet all applicable C�ty codes and standards. <br /> Based on the above analysis, staff recommends approval of the petitio as submitted with the <br /> following condition: A detailed Site Plan, Lighting Plan and Landsca e Plan shall be submitted <br /> to and approved by the Economic and Urban Development Departme t, the Department of <br /> Engineering and Infrastructure and the Fire Department prior to the is uance of a building <br /> permit. <br /> Section XXII.A.2 requires the Plan Commission to hold a public he ng on a conditional use <br /> permit request, and then forward its report and recommendation to th City Council for final <br /> approval. A motion to forward Calendar Number 08-03 to the City C uncil with a <br /> recommendation for approval is suggested. <br />
