Section 1. Definitions. In addition to such other words and terms used and defined in <br /> this Ordinance, the following words and terms used in this Ordinanc shall have the following <br /> meanings, unless, in either case, the context or use clearly indicates a other or different meaning <br /> is intended: <br /> "Act" means the Illinois Municipal Code, as supplemented and amended <br /> (including, specifically, the TIF Act), and the home rule owers of the City under <br /> Section 6 of Article VII of the Illinois Constitution of 1970. In the event of conflict <br /> between the provisions of said code and home rule powers, the home rule powers shall be <br /> deemed to supersede the provisions of said code. <br /> "Advance for Valitie" means a receipt of funds by the ity under the Agreement <br /> and relative to the Note which is a loan advance on a d partial purchase price <br /> consideration for the Note, to be evidenced as provided in the ote form. <br /> "Agreement" means that certain written agreement pro iding for the creation of a <br /> line of credit far the City and the issuance of one or more Note��to evidence the obligation <br /> of the City to repay amounts due and owing thereunder. <br /> "Area" is defined in the preambles hereto. <br /> "City" means the City of Decatur, Macon County, Illin is. <br /> "Council" means the Council of the City. <br /> "Director of Financial Management" means th Director of Financial <br /> Management of the City. <br /> "Code" means the Internal Revenue Code of 1986, as a ended. <br /> "Designated Officer" means the Mayor, City Mana er, Director of Financial <br /> Management or any other office or employee of the City s designated by a written <br /> instrument signed by the Mayor or the Director of Financial Mainagement. <br /> -3- <br />
