October 4, 2007 <br /> Mt. Ver on Place Association <br /> PWC Project: 7100 <br /> Section Four: Justification <br /> 1. The 14 property owners which comprise the M . Vernon Place <br /> Association have purchased the area where 3 2 unit buildings were <br /> proposed on the South side of Mt. Vernon Pla e for the purpose of <br /> creating a perpetual landscape/green space a shown on the <br /> revised plan. <br /> 2. The creation of the perpetual green space are will insure a <br /> landscape buffer befinreen the existing and pr osed units on the <br /> North side of Mt. Vernon Place and East Cant ell Street. <br /> 3. The buffer will provide the following benefits t the owners <br /> comprising the Association: <br /> A. Sight break <br /> B. Sound Barrier—traffic going from west o east on E. Cantrell <br /> Street must accelerate because of the teep incline on E. <br /> Cantrell Street, this acceleration create significant traffic <br /> noise. <br /> C. Protect the property values of the Asso iation owners. <br />
