Mr. Thares stated Primrose Management has 14 or 15 senior comm ities in 7 states at this time. I' This is the first one in Illinois. Primrose is about providing a hap y and healthy lifestyle for � seniors. The two story complex is made up of independent living an assisted living units. The social commons area will have dining areas, a kitchen area where th meals are prepared, an ice cream parlor, a full movie theatre, a library, a pub, a pool hall, a ellness/fitness center and a bible study chapel. Mr. Thares stated the facility is staffed 24 hours a day. The doors are locked and secured a night. They do not have a security staff. Mr. Mickler asked if it was a gated community. Mr. Thares responde no. Mr. Mickler asked if there were security cameras. Mr. Thares said there will be cameras and also door alarms. Mr. Cochran added that staff requested a five (5) foot sidewalk b added to the plans and Primrose agreed to this change. Mr. John McLaughlin who resides adjacent to the Primrose site, asked who would be responsible for maintaining the right-of-way and if the flooding that occurs on th parcel will be taken care of. Mr. Cochran stated that a dry storm water retention pond will be n the site. He also stated that the property owner maintains the right-of-way as per City Ordinan e. There were no objectors present. It was moved and seconded (Dunn/Mickler) to forward Cal. No. 07-3 to the City Council with recommendation for approval as presented. Motion carried unanimous y.
