Staff also recommends approval of the attached annexation p tition. Staff is of the opinion <br /> that the proposed annexation would produce a logical extension of the co orate limits. <br /> BACKGROUND: A valid petition seeking voluntary annexation of e subject premises has been <br />' filed with the City Clerk's Office. Containing approximately 15.23 a res, the property is currently <br /> undevelo ed. The r <br /> p p operty to the east is zoned R-3, Smgle Family Re idence Distnct; properties to <br /> the north are zoned B-1, Neighborhood Shopping District and R-5, T o Family Residence District; <br /> properties to the west and south are in the County. When annexed, the rea will come into the city as <br /> PD, Planned Development District. The following information is releva to the area in question: <br /> 1. The parcel is currently undeveloped. <br /> 2. City water is available to the site. <br /> 3. Sanitary sewer is not available. Annexation agreement will make�this possible. <br /> 4. The average fire response time from the Decatur Fire Department is eight (8)minutes. <br /> 5. West Arbor Drive is asphalt and maintained by the City of Decatu . <br /> Primrose Retirement has requested City participation to extend sanitary sewer services to a proposed <br /> senior retirement community along Arbor Drive. The proposed develop ent would include a 68-unit <br /> independent and assisted two story apartment building with exterior gara es, and 24 independent living <br /> villa units with attached garages providing housing for seniors. All of the nits are market rate. <br /> The cost of extending sanitary sewer to the subject property is very high due to the depth of the sewer <br /> mains. Costs to extend the sanitary sewer are expected to be $45,000. The City's responsibility to <br /> reimburse for project expenses is limited to actual incremental propert ta�ces generated by the new <br /> development. The project is expected to generate approximately $40,0 0 annually in property tax to <br /> the City of Decatur. The City will reimburse 100% of the City's incre ental property tax to pay for <br /> the cost of extending the sanitary sewer. Reimbursements to cover the co ts should not take any longer <br /> than two years. <br /> INPUT FROM OTHER SOURCES: The annexation plat has bee reviewed and approved by <br /> Municipal Services, Water Distribution, Engineering and Infrastructure, Fire, the Macon County <br /> Health Department and the Decatur Sanitary District. ! <br />
