That Sections 18, 19 and 20 of Chapter 41 of t e City Code of <br /> the City of Decatur, Illinois, be, and the same are hereby modifie and amended <br /> by adding new Section 18 thereto and renumbering Sections 18 an 19 of Chapter <br /> 41 thereto, so that Sections 18, 19 and 20 as so modified and mended, shall <br /> provide as follows: <br /> 18. DOWNTOWN ENTERTAINMENT PERMI S <br /> (A) No person, firm or corporation shall allow utdoor <br /> entertainment in the Central Business District that is 1' ely to <br /> produce audible sound or noise at a level to be h ard by <br /> surrounding businesses or residents without first having ob ained a <br /> permit therefor. <br /> (B) Before any permit as required by the pr ceding <br /> section shall be issued, the person, firm or corporation esiring <br /> such permit shall make application to the City Manag r upon <br /> forms provided by the City. There is no permit fee. <br /> C No outdoor entertainment shall be ermitt d after <br /> � ) P <br /> 12:00 a.m. midnight ', <br /> (D) That area bounded on the north by the right of-way <br /> line of Eldorado Street, on the west by the right-of-way line of <br /> Church Street, on the south by the right-of-way line o Wood <br /> Street, and on the east by the right-of-way line of Marti Luther <br /> King, Jr. Drive. <br /> (E) The City Manager may, by regulation, exem t fairs, <br /> festivals and community and charitable events from the o eration <br /> of this section.
