COUNCIL MEMORANDUM <br /> #2007 - 12 <br /> DATE: June 13, 2007 <br /> TO: Honorable Mayor Paul Osbome and City Council <br /> FROM: Steve Garm ity Manager <br /> SUBJECT: Labor Agr ent with PBPA Labor Committee <br /> RECOMMENDATION: It is recommended that City Counc 1 approve the attached <br /> resolution regarding the attached three year labor agreement with the Police Benevolent <br /> and Protective Association Labor Committee(PBPALC). <br /> BACKGROITND: The most recent collective bargaining agre�ment between the City <br /> and the PBPALC expired on April 30, 2006. As you know,' city staff has been in <br /> negotiations and mediation with the union since that time to reac a successor agreement. <br /> The attached document provides for that agreement. The t tative agreement was <br /> reached with the assistance of the Federal Mediation and Concilia ion Service on May 22, <br /> 2007; and the union membership has since ratified the contract. <br /> POTENTIAL OBJECTIONS: None. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF RFERENCE: Jerry Bauer, Assistant City Manage — 424-2802; Wendy <br /> Morthland, Corporation Counsel—424-2807. <br /> BUDGET/TIlVIE IMPLICATIONS: The agreement includes t e following changes in <br /> financial terms: base pay increases of 5% for year one, and 4% each for years two and <br /> three; premium pay for working on the Thanksgiving and Christmas holidays; sick leave <br /> payout at retirement of 50% of the daily pay rate for the first 100 accumulated days, 75% <br /> of the daily rate for second 100 accumulated days; a $600 annu�l "clothing allowance" <br /> for detective sergeants; employee health insurance contribution for single and family <br /> coverage beginning at execution of the contract; and impleme tation of the three-tier <br /> health insurance program on January 1, 2008. Tota1 package costs are within limits <br /> authorized by City Council. Costs for the retroactive pay incre se will be incorporated <br /> into the upcoming appropriations ordinance. <br /> Attachments <br />
