r— - <br /> � , � <br /> r • , <br /> ENGINEERING & INFRASTRUCTURE MEMORANDUM <br /> NO. 2007 - 30 '� <br /> June 11, 2007 �, <br /> TO: Honorable Mayor Osborne and City Council <br /> FROM: Steve Garma City Manager ���,`'�'J � � <br /> Richard G. rley, P.E., Director of Engineering & Inf as cture <br /> Matthew C. ewell, P.E., City Enginee�� <br /> SUBJECT: Limited Area Ground Water Ordinance <br /> Belvedere Center Plaza, 225 West Wood Street <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached Ordinance prohibiting the <br /> use of ground water as a potable water supply for the property locate ' at 225 West Wood Street <br /> and that the Mayor be authorized to execute and the City Clerk to atte t the Ordinance. <br /> BACKGROUND: <br /> The City's Department of Engineering and Infrastructure was contact�d by representatives of the <br /> Lancaster Pollard Mortgage Company regarding their efforts to refinance the Belvedere Centre <br /> Plaza(225 West Wood Street) with a loan that is insured through the U.S. Department of <br /> Housing and Urban Development (HUD). As part of the application rocess, Lancaster Pollard <br /> had an environmental investigation completed for the property. The i vestigation located higher <br /> than expected concentrations of Barium and Lead in the ground wate under the property. As <br /> there is no known source of the contamination, the Illinois Environm tal Agency is not <br /> involved in a remediation of the contaminated groundwater at the site The environmental <br /> consultant has determined that the contaminated groundwater is likel contained within the site <br /> and has not migrated into adjacent properties. HUD requirements dic ate that some provision be <br /> shown that the City prohibits the use of wells on the property. No exi ting wells are affected by <br /> this ordinance. <br /> Staff has attached the correspondence the City has received from Lan aster Pollard and other <br /> documents from HUD and the results of the environmental investigat' n conducted at the site. <br /> POTENTIAL OBJECTION: There are no known obj ctions to adopting this <br /> ordinance. <br /> INPUT FROM OTHER SOURCES: Lancaster Pollard Mortg ge Company <br />
