<br /> THE SECOND AMENDMENT TO
<br /> THE REDEVELOPMENT AREA, PLAN AND PR JECTS IN
<br /> DECATUR SOUTHEAST PLAZA
<br /> TAX INCREMENT FINANCING DISTRI T
<br /> WHEREAS, the statutes of the State of Illinois by the "Tax Increm nt Allocation Kede�relopment
<br /> .1ct", 65 ILCS 5/11-74.4-1 et .req, as amended, hereinafter referred to as the "TIF ��ct", provic]e for
<br /> municipalities to create within their corporate boundaries tax increment financi g redevelopment areas and to
<br /> amend such areas; and
<br /> VG'HEREAS, the City of Decatur, I�Zacon County, Illinois by its duly e ected Ma�>or and City� Council '
<br /> lieretofore adopted a Redevelopment Plan and 1'rojects; designated a Rede elopment Project Area; and
<br /> adupted"1'as Increment Financing pursuant to the TIF Act known as the City o Decatur Southeast Plaza Tas
<br /> Increment Financing Redevelopment Project Area TIF District on the Sth day f May,A.D., "199?;and
<br /> WHEREAS, the City of Decatur amended the Redevelopment Pl n and Projects for I�ecatur
<br /> Southeast Plaza "I'Il� District (First Amendment) pursuant to the TIF Act on he 21�� day of August, A.D.,
<br /> ?l)U6;and
<br /> WHEREAS, the City of Decatur, Macon County, Illinois, desir s to further implement tas
<br /> increment financing pursuant to the Tax Increment Allocation Redevelopmen r�ct, 65 ILCS 5/11-74.=�-1 et
<br /> .rey., as amended, hereinafter referred to as the "Act" for the proposed Amend d Redevelopment �rea, I'lan
<br /> and Redevelopment Projects within the municipal boundaries of the City of Decatur and within the
<br /> Redevelopment Project Area as described in Secuon 1(a) of this Ordinance;and
<br /> WHEREAS, pursuant to Section 11-74.4-5 of the Act, the City of D catur convened on March 28,
<br /> 2007, a Joint Revie�� Board to consider the proposed Second Amendment an the Joint Review Board met
<br /> on said date and recommends that the City Council approve and adopt the Seco d Amendment;and
<br /> WHEREAS, pursuant to Section 11-i4.�-5 of the Act, the City Coun il caused a Public Hearing to
<br /> be held relative to the Second Amendment to the Redevelopment Plan and P ojects and designation of the
<br /> amended Redevelopment Project Area on April 16, 2007, at the Decatur City Hall, #1 GarS� K. Anderson
<br /> 1'laza, Decatur, Illinois;and
<br /> WHEREAS, due notice in respect to such Iiearing was v�iven pursuant to Section 11-74.4-5 and 6 of
<br /> the r1ct, and notice being given to Ta�ng Districts and to the State of Illinois epartment of Commerce and
<br /> I�,conomic Opportuuity by certified mail on March 1, 2007, bv publication on larch 28, 2007, and April 4,
<br /> ?Ui)i; ba certified mail to Taxpayers on March 8, 2007; and by regular U.S. ail on March 8, 2007, to all
<br /> resident�al addresses within 750 feet of the Redevelopment Area to be amend d. There were no registrants
<br /> for the Interested Parties Registry.
