229 West Main Street
March 1, 2007
3. The proposed addition to the community center and new social rvice building will have a
brick faade to match the current community center farade.
4. Ninety-nine parking spaces will be provided which exceeds the equirements of the Zoning
Ordinance. Fourteen of the proposed spaces provided are located in the current Union Street
right-of-way which the petitioner has requested a vacation.
5. Two (2) freestanding signs and four (4) wall signs are proposed f r the development and will
be built in accordance with the submitted sign drawings. Existi g signage includes one (1)
free standing sign, two (2)wall signs, a wall crest and a wall mou ted bulletin board.
6. The Comprehensive Plan shows the area as Mixed Use and the c mmunity center and social
service building fit within this category as they provide a place to shelter residents, distribute
food and a place to worship.
7. The proposed PD will have zero (0) feet required for the building setbacks and the front yard
parking setback will be 15 feet and there will be no requirement or the parking setbacks for
the side and rear yards. The idea for the zero (0) setback for the buildings allows for the
users of these buildings to have activities take place within the intrior of the site. Staff finds
the building setback appropriate for the general area as well as the use of the proposed
development. The zero (0) setback will not adversely effect the c aracter of the surrounding
area.
STAFF RECOMMENDATION
1. Based on the above analysis, staff recommends approval of t e PD with the following
condition:
a. Final site, landscaping and lighting plans shall be reviewed b the Economic and Urban
Development Department, the Department of Engineering an Infrastructure and the Fire
Department prior to construction. ,
PLAN COMMISSION ACTION
1. According to section XIX.G.2 of the Zoning Ordinance the Pla Commission shall review
the application at a public hearing and will make findings conce ing the consistency of the
application with the Comprehensive Plan, the Zoning Ordinance nd other land development I
regulations.
