Excerpts from Plan Commission Minutes of March 1, 2007
Cal. No. 07-09 Petition of THE SALVAT ON ARMY to rezone
property located at 229 est Main from B-2,
Commercial District to PD, lanned Development.
Ms. Stickle presented the recommendation of staff:
The subject site contains a social service building, community center, parking lots and a
former liquor store.
The petitioner requests rezoning to PD Planned Develop ent to allow for the
construction of an addition to the community center and the cons ruction of a new social
service center. Both the former liquor stare and the current social service building will be
demolished. New parking lots will also be constructed.
The proposed development is consistent with the charact r of the surrounding
neighborhood and general area. The proposed development is c nsistent with the intent
of the West Main Street Overlay District.
Landscaping that meets the requirements of the Zoning Ordinan e are being met in the
proposed development landscaping plan.
The proposed addition to the community center and new social se ice building will have ,
a brick faade to match the current community center faade.
Ninety-nine parking spaces will be provided which exceeds t e requirements of the II
Zoning Ordinance. Fourteen of the proposed spaces provided arie located in the current
South Union Street right-of-way which the petitioner has requested a vacation.
Two (2) freestanding signs and four (4) wall signs are proposed r the development and
will be built in accordance with the submitted sign drawings. E isting signage includes
one (1) free standing sign, two (2) wall signs, a wall crest and wall mounted bulletin
board.
The Comprehensive Plan shows the area as Mixed Use. A com unity center and social
service building fit within this category as they provide a pla e to shelter residents,
distribute food and a place to worship.
The proposed PD will have zero (0) feet required for the buildin setbacks and the front
yard parking setback will be 15 feet and there will be no requ'rement for the parking
setbacks for the side and rear yards. The idea for the zero (0) s tback for the buildings
allows for the users of these buildings to have activities take pla e within the interior of
the site. Staff finds the building setback appropriate for the gen ral area as well as the
uses of the proposed development. The zero (0) setback will rot adversely effect the
character of the surrounding area.
