ECONOMIC AND URBAN DEVELOPMENT MEM RANDUM
Memo No. 07-21
Februar 14, 2007 '
Y
TO: Honorable Mayor Paul Osborne and City Council
FROM: Steve Ga City Manager
Greg G Cr , Director of Economic and Urban Dev lopmer'
Suzan Stic e, Seniar Plannerss
SUBJECT: Amendment to the St. Mary's Hospital Planned Devel pment
SUMMARY RECOMMENDATION: Staff recommends approv 1 of the amendments to the
St. Mary's Hospital Planned development for signage as proposed. The City Plan Commission
voted 9-0 to recommend approval of this petition at the February 1, 2007 hearing; the minutes of
the meeting are attached.
BACKGROUND: In November 2003, the City Council approved the rezoning to a Planned
Development for the hospital campus. The Planned Development allowed for a freestanding
sign to be constructed at the corner of Lake Shore Drive and South 6th Street. Since that time,
the hospital administration has discovered that patients and visitors h ve a difficult time locating
the emergency entrance. There is a need for directional signage to ssist patients in navigating
their way through the hospital campus. The approved Planned Dev lopment did not include a
sign plan; therefore the amendment is necessary to allow far wall sigage. The amendment will
not limit the number of signs that can be on the wall or faade, ho ever, the combined square
footage of all wall signs can not exceed 10 percent of the wall o faade on which they are
located.
The proposed signage will greatly enhance the patients' abilit to locate their intended
destination within the hospital's campus. Although, no other signage is currently planned for the
site, the proposed amendment will allow St. Mary's to add wall s'gnage as needed to direct
patients to appropriate buildings. The proposed signage is consi tent with the intent of the
previously approved PD and will not adversely affect the neighborho d.
INPUT FROM OTHER SOURCES: None
POTENTIAL OBJECTION: There were no known objectors to thse amendments at the Plan
Commission meeting.
STAFF REFERENCE: Any additional questions may be forward d to Suzan Stickle at 424-
2786 or at smstickle(cdecaturnet.or.
BUDGET/TIME IMPLICATIONS: None
