WHEREAS, pursuant to Section 11-74.4-5(a) of the .�ct, the ity shall provide notice by mail of the availability of the Second Amendment to the rede��elopme t plan and eligibility xeport, including how to obtain this information, within a reasonable time after the adoption of this OYdinance, to all residential addresses that, after a good faith effort, the municipality determines are located within 750 feet of the boundaries of the proposed rede�relopme t project area and to those residents and organizations that have xegistexed with the City for tha information in accoxdance with the registration guidelines established by the City under Section 1 -74.4-4.2 in the "Interested Parties Registry;' and WHEREAS, puxsuant to Section 11-74.4-6 (65 ILCS 5/11-74.4 6) of the Act, the City shall provide notice of this Public Hearing by publication and mai]ing. N tice by publication shall be given at least twice, the first publication to be not more than 30 or le s than 10 day�s priox to the Public Hearing in Decatarr Herald Keview, being a newspaper of general irculation within the ta�ng districts in the TIF �rea, and said notice by mailing to be gi�en by d positing such norice in the United States mail by certified mail addressed to the person or persons in whose name the general taxes for the last preceding yeax were paid on each lot, block, tract, or p rcel of land lying�vithin the TIF Area, not less than ten (10) days pxior to the date set for the Public earing; and WHEREAS, pursuant to Section 11-74.4-5 (65 ILCS 5/11-7 .4-5) of the Act, the City Council must cause a Public Hearing to be held on the Redevelop ent Plan, Redevelopment Project and a designation of an Amended Redevelopment Project Area. NOW, THEREFORE, BE IT ORDAINED by the City Co ncil of the City of Decatur, Illinois: 1. The recitals set forth in the preamble to this Ordinance re hereby incorporated by reference as if fully set forth hexein. 2. The Public Hearing fox the Second Amendment to D catur Southeast Plaza TIF District be held at 5:30 p.m., Central Standard Time on A ril 16, 2007, at the Decatur City Hall, #1 Gary K.
