The Design Guidelines includes requirements for signage and lan scaping for the overlay , district. There are different sign requirements for residential and ommercial properties. '', Three types of signs will be allowed for commercial uses includin a masonry monument I freestanding sign, a wall sign and a freestanding shingle sign. T ee types of signs are , also allowed for residential uses including a masonry monument s gn, a post supported ' freestanding sign and a freestanding residential sign. The Design uidelines include height, area and material requirements for the different signs. The Overlay District provides unique parking requirements for de elopment along West Main Street. Where on-street parking is available, the parking req irements of the Zoning Ordinance may be reduced by 75%. Also, the rear and si yard parking setbacks may be reduced from five (5) feet to zero (0) feet where parking i provided between the alley and the parking lot. Staff feels that the overlay district will further the City's goal of li#iking Millikin University and the Downtown by rehabilitating the Near West Ne�ghborhood and improving West Main Street. The West Main Street Overlay District will provide - incentives to property owners and developers to further redevelop ent of the Near West Neighborhood. The District will provide additional options, inclu ing mixed use development, to property owners to rehabilitate historic and large omes along West Main Street. The Design Guidelines will create a unique look and feel to West Main Street that will enhance the already historic appeal of the area. Based on the above analysis, staff recommends amending the Zon ng Ordinance to create a West Main Street Overlay District and recommends creating a est Main Street Overlay District along the 200 through 1000 blocks of West Main Street and the east side of the 100 through 150 block of North Edward Street. A motion to forward Calendar Numbers 06-65 & 06-65A to the C ty Council with a recommendation for approval is suggested. Mr. Nordholm questioned whether the city had acquired 100— 15 Block of North Edward Street. Mr. Crowe stated the city did not acquire them an�l stated NWRAPS is wanting to restore the Victorian row houses that are there and posSibly have different uses for them, such as offices, retail, etc. Mr. Mickler questioned whether the West Main Plan still was con idering parking on one side of the road and was concerned about possible congestion. M . Crowe stated that is still the plan and doesn't feel this will be a problem. Mr. John was interested in whether the City received inquiries reg ding adaptive reuse and if there were many people wanting this type of use in this are . Mr. Crowe stated the City did receive these inquiries and that is why it needed to be me tioned. There were no obj ectors present. It was moved and seconded (DunnJNordholm) to forward Cal. No 06-65 and 06-65A to the City Council with the recommendation for approval as submit ed by the petitioner. Motion camed unanimously.
