Bra AICP, Assistant City Manager� , <br /> Greg Crowe, Economic Development CoordinatQ��j I <br /> SUBJECT: Amendment to the Zoning Ordinance (Ordinance #3512, s amended) Section XX, New <br /> Paragraph E, West Main Street Overlay District. <br /> SUMMARY RECOMMENDATION: Staff recommends that the ame dments to Section XX, a copy ' <br /> of which is attached, creating the West Main Street Overlay District be a opted. The Plan Commission <br /> voted 7-0 to recommend approval of the amendment at the November 2, 006 meeting; meeting minutes <br /> are attached. <br /> BACKGROUND: In 2000, the City Council adopted the Olde Towne Redevelopment Plan and TIF <br /> District which encompasses Downtown Decatur, the Near West Neighbo hood and Millikin University. <br /> An integral part of the redevelopment plan was to increase the linkag between the Downtown and <br /> Millikin University. <br /> The proposed overlay district will encourage development along the �UVest Main Corridor between <br /> Millikin University and the Downtown while maintaining the historic character and architecture of the <br /> neighborhood. The properties in the overlay district include properties acing West Main Street from <br /> Church Street to Oakland Avenue as well as properties with frontage a�long the east side of the 100 <br /> through 150 block of North Edward Street. �'� <br /> Adaptive reuse of existing properties on West Main Street will be allow d through the overlay district. <br /> The majority of the properties are currently zoned R-6 Multiple Dwelling District that allows single and <br /> multi-family residences. Permitted uses in the overlay will also include mixed use development with <br /> residential, professional and medical offices, limited personal services a d retail no larger than 3,000 <br /> square feet in area with limited hours from 6:00 a.m. to 9:00 p.m. All exi ting uses currently allowed by <br /> the underlying zoning district will continue as permitted uses. <br /> The overlay district will also provide design guidelines for signage and landscaping that will create a <br /> unique look and feel to West Main Street that will enhance the already his ric appeal of the area. <br /> INPUT FROM OTHER SOURCES: N/A <br /> POTENTIAL OBJECTION: There were no objectors to the petition at t e Plan Commission meeting. <br /> STAFF REFERENCE: Any additional questions may be forwarded to �reg Crowe at 424-2725 or at <br /> �ccrowe(cr�,decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: N/A <br />
