DECATUR POLICE DEPARTMEN � MEMORANDUM #06-62 �' October 30, 2006 TO: Mayor Paul Osborne and City Council Steve Garman, City Manager FROM: James Anderson, Chief of Police SUBJECT: Auxiliary Police SUMMARY RECOMII�NDATION: Staff requests that counci approve changes to City Ordinance Chapter 13 in regards to the training and arrest po ers of auxiliary police officers. BACKGROUND: The Decatur Police Department recently recei ed notice from the Illinois Law Enforcement Training and Standards Board which ex lained recent changes in Illinois law regarding the training of auxiliary police officers. Il inois State Statute (Public Act 94-984)changed two areas by which auxiliary police fficers are to be trained. The first change requires that all municipal auxiliary poli e officers who are authorized to carry a firearm must complete the 40-Hour Mandato Firearms Training Course. The Decatur Police Department Au�liary will soon be in otal compliance with this new mandate, as the Decatur Police Department has previousl required this training for ow auxiliary police officers. The second change affirms that if u�liary police officers have conservator of the peace powers,then the auxiliary p lice officer shall be required to complete the 400-Hour Mandatory Basic Law Enforce ent Trainin�Course. Currently, Chapter 13 section 8 of the City of Decatur Code a11ow for the arrest powers of the au�liary police officers and ena.bles them with"all other po ers as conservators of the peace". Auxiliary police officers presently receive 60-hours o in house training in various aspects of police procedures and policy. This training is c nducted over an 18 week period by the command and training officers of the Decatur olice Department. In addition, the Illinois Law Enforcement Training and Standazds oard will be developing administrative reporting forms for municipal governm nts with au�liary units. RECOMMENDATION: In order to be in compliance with the I inois Law Enforcement Training and Standards Board staff recommends Co ncil approve the change in the City of Decatur Code Chapter 13 in regards to the tr 'ning and arrest powers of au}uliary police officers. The Police Department does t have the available resources to meet the expense of the training to maintain current 1 nguage; furthermore it would be an unfair burden to cunent au�liary police officers to re uire that they attend a ten(10)week training academy.
