The petitioner is requesting vacating public rights-of-way in the 1000 Block of South Main <br /> Streets including alleys and a portion of Marion Street. The vacation will enable the <br /> petitioner to construct an eighty(80)unit retirement housing facilit on the site. <br /> STAFF ANALYSIS <br /> 1. The petitioner does not currently own all of the property adjacent to the requested vacation <br /> but will be purchasing all of the land to facilitate the developm nt. The current property <br /> owners have been notified of the requested vacation by the petition r. <br /> 2. Letters were sent to AmerenIP, Insight Communications and A &T notifying the utility <br /> companies of the vacation request. Insight requested that a fifte n (15) foot easement be <br /> provided along South Main Street and the southern border o the development. The <br /> petitioner has included the requested easement on the submitted sit plans. <br /> 3. An appraisal was submitted by the petitioner with an estimated mar et value of$6,948.00. A <br /> second appraisal was provided with an estimated market value of 3,150.00. The petitioner <br /> will pay the City the higher appraisal value of$6,948.00. <br />
