Greenlake Condominiums
August 3, 2006
4. Parking will be provided by one (1) and two (2) car garages and private driveways that will be
constructed in accordance with plans and specifications approved by the City.
STAFF ANALYSIS
5. A traffic impact report has been prepared concludeing that the Greenlake Condominium
development will not be a high volume traffic generator. Morning traffic is anticipated at an
additional 11-22 trips and afternoon traffic is anticipated at an additional 14-27 trips. According
to the report, the roadway and intersections of Greenlake Drive and 35th Street and Greenlake
Drive and 34th Street should maintain a comfortable and stable traffic flow.
6. Adequate landscaping is proposed for the frontage as well as buffer yards on all four sides of the
development.
7. City water and sewers will be provided to the development.
8. Staff believes that the proposed development is compatible with the surrounding area and will
have a positive impact on the neighborhood. The plan is consistent with the comprehensive plan
for low density residential development. The existing and proposed streets are adequate to carry
the anticipated traffic of the development. The proposed utilities are adequate to serve the
development.
9. The PD plan has been reviewed by the City's Technical Review Committee; Planning, Engineering
and Fire have approved the proposed plan.
STAFF RECOMMENDATION
1. Based on the above analysis, staff recommends approval of the rezoning to PD Planned
Development with the following condition: preliminary plat, final plat, site plan and construction
plans shall be submitted to and approved by the Economic and Urban Development Department
and the Department of Engineering and Infrastructure prior to the issuance of a building permit.
PLAN COMMISSION ACTION
2. Section XIX.G.2. Of the City of Decatur Zoning Ordinance requires the Plan Commission to hold
a public hearing to review the PD plan and report its findings concerning the effect on the
comprehensive plan and compliance with the standards of review to the City Council. A motion
to forward Calendar Number 06-51 to the City Council with a recommendation for approval is
suggested.
The above report constitutes the testimony and recommendation of the Planning and Economic
Development Division, Economic and Urban Development Department, City of Decatur.
Joselyn A.
