Excerpts from Decatur City Plan Commission of August 3, 2006 <br /> Cal.No. 06-52 Petition of JOE O'NEIL, dba G AND D <br /> INTEGRATED to rezone premises commonly <br /> known as 2540 Millikin Parkway from M-1 Light <br /> Industrial District to M-2, Heavy Industrial District <br /> with a Conditional Use Permit allowing container storage. <br /> Mr. Crowe presented the recommendation of staff: <br /> The site is approximately 11.8 acres and is currently unimproved. G & D Integrated <br /> currently operates an office and warehouse facility on the property to the east that they <br /> plan on expanding along with operating a new container storage yard on the subject <br /> property. <br /> The requested conditional use permit will: <br /> Allow the operation of a container storage yard with empty containers stacked on top of <br /> each other. The maximum height of the containers will be four units high or thirty-eight <br /> feet high whichever is less. <br /> A landscaped berm twelve (12) feet high with ten(10) foot evergreen trees and additional <br /> shrubs will provide a sixty foot buffer between the storage yazd and residential property <br /> to the north across Finch Drive. A six (6) foot fence will be constructed in between Finch <br /> Drive and the berm. <br /> A landscaped berm eight (8) feet high with ten(10) foot evergreen trees will provide a <br /> sixty foot buffer along Greenswitch Road. A six(6) foot fence will be constructed in <br /> between Greenswitch Road and the berm. <br /> A six (6) foot high site break fence will be constructed along the south border of the <br /> property fronting Millikin Parkway. <br /> All lighting on site will be in accordance with City of Decaᅵur ordinances and policies. <br /> Staff finds that the use is consistent with the character of the surrounding neighborhood <br /> as well as the intent of the Comprehensive Plan and Zoning Ordinance. <br /> Staff worked with the developer to mitigate the effects of the storage yard on surrounding <br /> properties by requiring a combination of berms, heavy landscaping and fencing. <br /> The expansion of G & D Integrated will benefit the City of Decatur through the creation <br /> of a minimum of 80 jobs and a minimum investment of$5,000,000. <br /> Based on the above analysis, staff recommends approval of the rezoning to M 2 Heavy <br /> Industrial and the conditional use permit. <br /> A motion to forward Calendar Number 06-52 to the City Council with a recommendation <br /> of approval is suggested. <br /> Mr. Phil Cochran was sworn in by Ms. Jesse. <br />
