ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
Memo No. 06-182
August 16, 2006
TO: Honorable Mayor Paul Osborne and City Council Members
_
n , ,
FROM: Steve Garman, City Manager +.,
Dane C. Bragg, AICP, Assistant City Manage
Kathy J. Miller, AICP, Senior Planner,r(
SUBJECT: Rezoning of 2901 Wasson Way and 500 South 27th Street from
R-3 and M-1 to PD
SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning from R-3
Single Family Residence District and M-1 Intense Commercial-Light Industrial District to PD
Planned Development with uses consistent to the B-1 Neighborhood Shopping District, signage
that follows the corridor plan, appropriate site buffering to protect the residential neighborhood
and site access controls. The Plan Commission voted 10-0 to recommend approval of the
petition at the August 3, 2006 meeting; the Plan Commission minutes are attached.
BACKGROiIND: The 25 acre site formerly housed the corporate offices for Illinois Power and
contains a 146,864 square foot, three-story office building, a 700 square foot service garage and
a multiple-vehicle carport. The site is currently zoned M-1 Intense Commercial-Light Industrial
District and was used as offices and vehicle maintenance, storage and fueling station for the
former Illinois Power Company. The site was presumably zoned M-1 to accommodate the
vehicle maintenance and fuel storage. The current M-1 zoning does not allow a church as a use.
Glad Tiding Assembly of God is proposing to purchase the site to use as the church site along
with a multitude of other uses.
The current M-1 zoning is not compatible with the proposed use or the surrounding residential
neighborhood. The site was formerly used for corporate offices. The large setbacks and park-
like setting of the site buffered the use from the neighborhood.
POTENTIAL OBJECTIONS: There were no objectors at the Plan Commission meeting.
INPUT FROM OTHER SOURCES: The proposed plan has been reviewed and approved by the
Planning and Economic Development Division, the Engineering Division and the Fire
Department.
STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at
424-2786 or at kjmiller@decaturnet.org.
BUDGET/TIME IMPLICATIONS: None.
