Miller, AICP, Senior Planner�,r(� <br /> SUBJECT: Rezoning of 2901 Wasson Way and 500 South 27th Street from <br /> R-3 and M-1 to PD <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning from R-3 <br /> Single Family Residence District and M-1 Intense Commercial-Light Industrial District to PD <br /> Planned Development with uses consistent to the B-1 Neighborhood Shopping District, signage <br /> that follows the corridor plan, appropriate site buffering to protect the residential neighborhood <br /> and site access controls. The Plan Commission voted 10-0 to recommend approval of the <br /> petition at the August 3, 2006 meeting; the Plan Commission minutes are attached. <br /> BACKGROiIND: The 25 acre site formerly housed the corporate offices for Illinois Power and <br /> contains a 146,864 square foot, three-story office building, a 700 square foot service garage and <br /> a multiple-vehicle carport. The site is currently zoned M-1 Intense Commercial-Light Industrial <br /> District and was used as offices and vehicle maintenance, storage and fueling station for the <br /> former Illinois Power Company. The site was presumably zoned M-1 to accommodate the <br /> vehicle maintenance and fuel storage. The current M-1 zoning does not allow a church as a use. <br /> Glad Tiding Assembly of God is proposing to purchase the site to use as the church site along <br /> with a multitude of other uses. <br /> The current M-1 zoning is not compatible with the proposed use or the surrounding residential <br /> neighborhood. The site was formerly used for corporate offices. The large setbacks and park- <br /> like setting of the site buffered the use from the neighborhood. <br /> POTENTIAL OBJECTIONS: There were no objectors at the Plan Commission meeting. <br /> INPUT FROM OTHER SOURCES: The proposed plan has been reviewed and approved by the <br /> Planning and Economic Development Division, the Engineering Division and the Fire <br /> Department. <br /> STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at <br /> 424-2786 or at kjmiller@decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: None. <br />
