May 24, 2006
PWC Project: 528
Country Club Court Development
Traffic Analysis
Existing Conditions
44th Street is an existing street classified as a collector street in the City of
Decatur's Comprehensive Roadway System Classification Map. As a roadway
collector by definition, individual access points should be limited with combined
areas or local streets feeding the roadway. The existing roadway is
approximately 22 feet wide and has an asphalt surface. The latest traffic count
available from IDOT records indicates a volume of 1100 vehicles per day on 44tn
Street between Cantrell Street and N. Country Club Road.
Proposed Development
The proposed development consists of a four lot single family
development with houses expected to be in the 1900 sq. ft range (excluding a
two car garage). The targeted buyer for the development is an over 50 year old,
single or married, with no children. The development is designed to be -
consistent with the recentfy constructed County Club Villas project which lies
immediately to the North. One single private access (26 feet wide) will serve the
proposed 4 unit development.
The point of access is at the same location as the driveway which
previously served a single family house on the property. There are no site
distance issues with the access point. The design of the driveways and access
driveway will allow all vehicles to exit the property by driving forward and not
backing out. The previous single family house and other single family parcels on
44th Street all must back out onto 44th Street to leave their property.
Traffic Data
A. The existing ADT for 44th Street is 1100 vehicle/day. A 22 foot wide
roadway (depending on conflicts —driveways for access, street
infrastructure, pedestrian crossways, etc.) can handle up to 2500
vehicles/day before there is a capacity issue and there would be a
concern for roadway improvements or limiting access to the
roadway.
