Excerpts from Plan Commission Meeting of May 4, 2006
Cal. No. 06-24 Petition of CORE STATES ENGINEERING to
amend the approved B-3 Planned Shopping
District development plan at 4360 North Prospect
Drive.
Mr. Crowe was sworn in by Mrs. Althoff.
Mr. Crowe presented the recommendation of staff:
The subject shopping center is located in the 4200 and 4300 Block of North Prospect
Drive and contains approximately 44.78 acres. The property is currently developed as a
B-3 Planned Shopping Center District.
The requested amendment to the Walmart - Sam's Club Planned Development is for the
development of a car wash in conjunction with the recently approved gas station on
Sam's Club parking lot. The petitioners have proposed an automated double bay car
wash to be built. In addition to the 120 parking spaces being removed from the site for
the gas station another 40 parking stalls will be removed. The removal of the additional
parking spaces should not have an adverse affect on Sam Club's shoppers.
Parking, signage, lighting and landscaping for the site will be in accordance with the
original planned development, the requirements of the Zoning Ordinance and the
submitted site plan for the new development. The proposed development is consistent
with the goals of the original Planned Shopping Center and the Comprehensive Plan.
Based on the above analysis, staff recommends approval of the B-3 Planned Shopping
Center District amendment with the following condition:
Final site, lighting and landscaping plans for the car wash shall be submitted to and
approved by the Economic and Urban Development Department and the Department of
Engineering and Infrastructure prior to the issuance of building permits.
Section XIX. requires the Plan Commission to hold a public hearing on a Planned
Development request and forward its report and recommendation to the City Council for
final approval. A motion to forward Calendar Number 06-24 to the City Council with a
recommendation for approval is suggested.
There were no obj ectors present.
It was moved and seconded (Anderson/Dunn)to forward Cal.No. 06-24 to the City
Council with the recommendation for approval as submitted by the petitioner. Motion
carried unanimously.
