EXCERPTS OF THE MINUTES OF THE MEETING OF THE TRAFFIC AND PARKING COMMISSION Tuesday, October 12, 2004, 4:00 P.M. Item #3 Request for the designation of a handicapped parking space on the street in front of 1914 North Church Street Veteto questioned if this would be the only parking space allowed on this side of street. Newell stated this is correct. Veteto stated Ms. Robinson has a driveway and a two car garage and is also requesting the handicapped parking space. Veteto said when other vehicles see a car parked in this space they will think parking is allowed on this side of the street. Robinson stated this parking space is her right and the State pays for her to have an assistant help her with everyday living. Don Wennecker asked Newell how this sort of situation is normally handled. Newell explained a handicapped sign is erected in front of the residence making the request. Anyone who has a handicapped placard or plates is able to use this spot. Walker stated this space does not allow street for storage or abandoned vehicles and a vehicle cannot remain on the street longer than 72 hours. Robinson said she is aware of this. Bauer questioned the need for a handicapped parking space in front of her house since she does have a driveway and a two car garage. Robinson explained it is physically impossible at most times for her to use her garage. She does not have an automatic door opener and cannot get the door up or down. She is on disability and will be for the rest of her life. Walker asked for staff recommendation. Newell stated the Traffic and Parking Commission does not normally grant a handicapped parking space out in front of the residence if the requestor has adequate access to their home. Newell said he doesn't believe the street would be impaired if the request is approved. Ed Harris is concerned if we grant the space we're opening a door to approve all on street handicapped spaces that would be requested even when the resident has other options. Robinson stated that every request is different and this handicapped space is needed. This is an individual case and would like it to be treated as one. Booth voiced concern over the limited parking on the street the way it is now. It was moved and seconded (Bauer / Walker) to install a handicapped parking space on the street in front of 1914 North Church Street. Motion carried 6 to 2.
