STORNI WATER ORDINANCE <br /> l. STATEMENT OF PURPOSE. The purpose of this Ordinance is to protect, maintain and I, <br /> enhance the environment of the City of Decatur and the public health, safety and welfare of the ' <br /> citizens of the City of Decatur by controlling discharges of pollutants to the City of Decatur's <br /> storm water system, by maintaining and improving the quality of the receiving waters into which ' <br /> the storm water outfalls flow, including, without limitation, lakes, rivers, streams, ponds, <br /> wetlands and groundwater of the City of Decatur and to enable the City of Decatur to comply <br /> with the National Pollution Discharge Elimination System permit (NPDES) and applicable <br /> regulations for storm water discharges in 40 CFR sect. 122.26. <br /> 2. DEFINITIONS. For the purpose of this Ordinance, the following definitions shall apply: <br /> Words used in the singular shall include the plural, and the plural shall include the singular; <br /> words used in the present tense shall include the future tense. The word "shall" is mandatory and <br /> not discretionary. The word "may" is permissive. Words not defined in this section shall be <br /> construed to have the meaning given by common and ordinary use as defined in the latest edition <br /> of Webster's Dictionary. <br /> (a) "Agricultural"means related to or used for the production of food and fiber, <br /> including but not limited to, general farming, livestock and poultry enterprises, <br /> grazing, nurseries, horticulture, viticulture, truck farming, forestry, sod production <br /> and wild crop harvesting and includes lands used for on-site buildings and other <br /> structures necessary to carry out such activities. <br /> Page 1 <br />
