(q) "Final stabilization" means that soil disturbing activities at the site have been <br /> completed and a uniform perennial vegetative cover with a density of, at least, 70 <br /> percent of the cover for unpaved areas and areas not covered by permanent <br /> structures has been established or equivalent stabilization measures (such as the <br /> use of riprap, gabions or geotextiles) have been employed. <br /> (r) "Hot spot"or "priority area"means an area where land use or activities generate <br /> highly contaminated runoff, with concentrations of pollutants in excess of those <br /> typically found in storm water. <br /> (s) "Illicit connections" means illegal and/ar unauthorized connections to the <br /> municipal separate storm water system whether or not such connections result in <br /> discharges into that system. <br /> (t) "Illicit discharge"means any discharge to the municipal separate storm sewer <br /> system that is not composed entirely of storm water and not specifically exempted <br /> in Section 23 of this Ordinance. <br /> (u) "Imper-vious surface"means any land cover that prevents rain or melting snow <br /> from soaking into the ground, such as roofs (including overhangs), roads, <br /> sidewalks, patios, driveways and parking lots. For purposes of this Chapter, all <br /> road, driveway or parking surfaces including gravel surfaces, shall be considered, <br /> impervious, unless specifically designed to encourage infiltration and approved by <br /> the local approval authority. <br /> (v) `7ncident ofNoncompliance"or `70N"means any violation of the storm water <br /> pollution prevention plan observed during an inspection at a construction site. <br /> Pa�;e -1� <br />
