, r <br /> Excerpts from Plan Commission Meeting of February 2, 2006 <br /> Cal.No. 06-08 Petition of NSR TECHNOLOGIES, INC. to rezone <br /> the premises at 2555 North Brush College Road from <br /> M-1 Intense Commercial/Light Industrial District to <br /> M-2 Heavy Industrial District. <br /> Mrs. Vasudha Pinnamaraju was sworn in by Ms. Jesse. <br /> Mrs. Pinnamaraju presented the recommendation of staff: <br /> The subject site is currently vacant and contains 5.65 acres with 380 feet of frontage <br /> along North Brush College Road. Adjacent property to the north and east is zoned for <br /> Heavy Industrial; property to the south and west is zoned for light industrial. The <br /> petitioner plans to build a hydrocholoric acid and potassium hydroxide production plant <br /> and sell its products to ADM and ship it via pipeline. Steam will be purchased from <br /> ADM for concentration of potassium hydroxide. It is anticipated that NSR will invest <br /> approximately $7.5 million to develop operations in Decatur. The company will initially <br /> hire three (3) employees with ten (10) to twelve (12) employees expected by June of <br /> 2006; up to fifty (50) employees will be working at maximum plant capacity (Spring <br /> 2008). <br /> Both hydrochloric acid and potassiuxn hydroxide will be created from potassium <br /> chloride(salt); the products are created by converting the salt with the use of electricity <br /> and steam. The potassium hydroxide will be sold as a 45 percent solution. The petitioner <br /> states that the plant generates little waste products. <br /> It appears that rezoning the property to M-2 Heavy Industrial District will not have a <br /> negative impact on the surrounding area. Staff recommends approval of the request for <br /> rezoning. <br /> Mr.Nordholm questioned whether a new road would have to be put in. Mrs. <br /> Pinnamaraju stated that there is access from Brush College Road. <br /> Mr. Chris Ellis, representative for the petitioner was sworn in by Ms. Jesse. <br /> Mr. Ellis stated he was with Bolen, Robinson, and Ellis to represent the petitioner and <br /> stated his petition went hand in hand with Mr. Cochran's client and feels this is valuable <br /> to the City. <br /> There were no obj ectors. <br /> It was moved and seconded(Tom Smith/Anderson)to forward Cal.No. 06-08 to the City <br /> Council with the recommendation for approval as submitted by the petitioner. Motion <br /> carried with Mrs. Sadorus abstaining from the vote. <br />
