The Decatur Urban Land Use Plan depicts the neighborhood of this petition as a residential pocket in <br /> the heart of an industrial area. <br /> 6. Ordinarily, staff would oppose such a lot-by-lot encroachment into an established neighborhood. <br /> Prior rezoning approvals have changed the nature and land uses along Pythian Avenue as well as <br /> Damon Avenue. The south 118 feet of Lot 16 (2110 East Pythian Avenue) is now surrounded on the <br /> north, east, and south by either commercial or industrial zoning; therefore, staff is not opposed to the <br /> rezoning of the south 118 feet of Lot 16 as it is now compatible with adjacent zonings. <br /> STAFF RECOMMENDATION <br /> 1. Based on the above analysis, staff recommends approval of the south portion of 2110 East Pythian <br /> Avenue subject to the following requirements: site, landscaping and lighting plans for the building <br /> and parking area must be submitted and approved by the Departrnent of Economic and Urban <br /> Development and the Department of Engineering and Infrastructure before building permits are <br /> issued. <br /> PLAN COMMISSION ACTION <br /> 2. The Plan Commission in its advisory role to the City Council is to make recommendation to <br /> approve, modify or deny petitions based on the requirements of the Zoning Ordinance and the <br /> Comprehensive Plan. In rezoning petitions, effects of the approved land uses for the proposed <br /> zoning district on the public health safety and general welfare of the City and its citizens need to <br /> be considered. <br /> 3. Section��XIX. requires the Plan Commission to hold a public hearing on a rezoning request, and <br /> then forward its report and recommendation to the City Council for final approval.
