Perry, Purchasing Supervisor� <br /> SUBJECT: Bids for water tank altitude valve <br /> SUMMARY RECOMMENDATION: Staff recommends awarding contract to Burdick <br /> Plumbing and Heating Co., Inc. to remove existing valve, furnish and install one (1) 16" Golden <br /> Anderson Industries#3300-D double-acting altitude valve. <br /> BACKGROUND: The new valve will replace the original existing valve that was installed in <br /> the Division Street water tank when it was built in the mid to late 1950's. The old valve is <br /> obsolete. <br /> The low bid submitted by T.A. Brinkoetter does not meet City of Decatur specifications. The <br /> Brinkoetter bid was for a Cla-Val rather than the Golden Anderson valve as specified by the <br /> City. The Cla-Val is a spring loaded design where the disc controls the flow of the water when <br /> closing. It will not throttle before closing and may cause water hammer, which could result in <br /> water main failures. � <br /> The bid submitted by Burdick Company meets the City of Decatur specifications with a Golden <br /> Anderson valve. The Golden Anderson valve uses a piston design with "V" ports that throttle <br /> when closing. This will result in a longer effective closing time and excellent surge control. <br /> The Division Street water tank was originally designed with a throttle valve. Water Services <br /> staff believes the throttle valve design is critical in minimizing water hammer that can cause <br /> water main failures. <br /> Burdick Company has provided the City with the necessary bonding requirements for this <br /> proj ect. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Water Services requested the valve replacement and <br /> � wrote the bid specifications. <br /> STAFF REFERENCE: Keith Alexander, Director of Water Management, 424-2863. Randy <br /> Miller, Water Services Manager, 875-5705. Keith will be at the City Council meeting to answer <br /> any questions City Council may have about this purchase. <br /> BUDGET: $26,000 from the Water Capital Project Fund. <br />
