Mass Transit Memorandum
No. 110508-1
November 5,2008
TO: Honorable Mayor Carrigan and City,Council Members
1,l
FROM: Ryan McCrady, City Manager r
Paul McChancy, Mass Transit Administrator ...,
-ry-
SUBJECT: FTA Capital Assistance Grant for One Bus
SUMMARY Staff recommends that Council approve a Resolution to authorize
RECOMMENDATION: the filing of an application for federal funding in the amount of
$305,000 for the purchase of one bus.
BACKGROUND: Federal Section 5309 capital funds for the purchase of transit
vehicles are appropriated by the Federal Transit Administration
(FTA)to the State, and then allocated by the State to the transit 'I
systems. The State has just announced the allocation of FTA
funds for 2008 (attached), including$305,000 for Decatur for the I
purchase of one bus. The State has made an arrangement with
FTA so that no State or local matching funds will be required.
In September the City Council passed a resolution to purchase four
buses at $300,000 per vehicle, "with an option for a fifth bus if
Federal FY-08 funds become available." This grant would fund
the purchase of that fifth bus.
POTENTIAL There are no known or expected objections to this grant.
OBJECTION: application.
INPUT FROM Richard Foiles, General Manager, DPTS
OTHER SOURCES: James Gillum, Maintenance Superintendent, DPTS
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME The proposed FTA grant funds would require no local match.
IMPLICATIONS: No additional staff time would be required.
