Alexander, Director of Water Management �a <br /> � � <br /> SUBJECT: Water System Improvements Phase II - City Project W06-03 <br /> Construction Bid Award <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution awarding a construction contract to Christy-Foltz, Inc. at a <br /> lump sum cost of$1,796,384. <br /> BACKGROUND: <br /> This project was first presented to Council in August 2006. It is the second and final phase of <br />' Water System Security and South Water Treatment Plant SCADA Improvements. Only one I� <br /> construction bid was received last year for this phase. Since it was well above the budgetted I <br /> amount, the bid was rejected. The project scope was slightly scaled back, two bid alternatives <br /> were developed and the budget appropriation was increased so that the project could be rebid this <br /> year. <br /> The revised project plans and specifications were prepared by Strand Associates (our engineering <br /> consultant for this project) and advertised on September 3. Bids were opened on October 24 <br /> with the results shown on the attached bid tab summary. <br /> There are 3 components of the summary that require further explanation: <br /> Lump Sum Bid - is the vast majority of the project work which includes the replacement <br /> of a lime slaker, powder activated carbon feed systems, polymer and polyphosphate <br /> mixing and feed systems, numerous SCADA upgrades, remote site radio systems and <br /> select instrumentation. The lump sum bid is under budget and recommended for award <br /> by Council. <br /> Bid Alternative No. 1 - is for the removal of the potassium permanganate feed system <br /> that is no longer in use. Since this alternative can be accomplished under budget it is <br /> recommended for award by Council. <br />
