Marley, P.E., Director of Engineering & Infrastructure�'���"'��� ���'��"`�`��i�%�- <br /> Kim Bauer, Lincoln Heritage Development Director �� <br /> SUBJECT: Agreement with Massie, Massie & Associates, Inc. for design services for the <br /> Reproduction Lincoln Cabin and Associated Improvements at the Lincoln <br /> Homestead Memorial Park. <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that City Council approve the attached resolution authorizing an agreement <br /> with Massie, Massie & Associates for a fee not to exceed $100,000 for design services for the <br /> reproduction Lincoln Cabin and associated improvements at the Lincoln Homestead Memorial <br /> Park. <br /> BACKGROUND: <br /> Prior Council Action. <br /> • January 7, 2008—In study session, Council was updated on staff discussions with the <br /> Illinois Department of Natural Resources (IDNR) concerning the installation of a replica <br /> Lincoln Cabin at the Lincoln Trail Homestead State Park. In general, IDNR may be willing <br /> to enter into an intergovernmental agreement with the City concerning use of the park and <br /> defining IDNR requirements for constructing and maintaining a reproduction cabin. A <br /> majority of Council supported continuing with work on the project. <br /> • August 18, 2008— Council was advised by memorandum that Staff had issued a request for <br /> proposals from firms with specialized knowledge in historical architecture/archeology, <br /> landscape architecture, and engineering to prepare design plans for installing a replica cabin <br /> . and related improvements at the Park. The design firms would prepare plans, specifications, <br /> cost estunates and a schedule so that bids may be obtained and a construction contract <br /> awarded. The design firm would also provide periodic construction observation to assure <br /> compliance with the plans and specifications. The City Engineering Division would provide <br /> routine construction observation of site improvements. <br /> Request for Proposal Process. <br /> Staff advertised a request for proposal for the Lincoln Cabin project on August 3, 2008. A total <br /> of 29 firms requested an information packet. Of these, five firms responded with written <br /> proposals before the September 5, 2008, deadline: <br /> Page � 1 <br />
