Neufeld, Finance Director <br />, SUBJECT: Weed and Seed Fiscal Agent <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution, which <br /> authorizes the Mayor and City Clerk to enter into a contract with the Department of <br /> Justice, authorizing the Finance Director to become the Grantee (Fiscal Agent) for the <br /> Weed and Seed Program. <br /> BACKGROUND: <br /> The purpose of Decatur Weed and Seed is to unite residents, law enforcement <br /> organization, civic, community and other organizations and to promote the strategic plan, <br /> programs, goals, objectives and milestones of the Decatur Weed and Seed strategy; to <br /> encourage members to render services that are beneficial to the said purpose of our <br /> community, and to cooperate with other organizations performing similar services of <br /> benefit with our community. <br /> Dennis Crowley, Executive Director of the Macon County Mental Health Board, has <br /> been performing the duties of the Fiscal Agent since the inception of the Weed and Seed <br /> Program. He has since given notice to the Weed and Seed Steering Committee that he <br /> will no longer be able to perform those duties. Renee Stivers, Executive Director, ' <br /> Decatur Community Partnership and Police Chief James Anderson, Co-Chairman of the <br /> Steering Committee met with Ron Neufeld, Finance Director to see if he would be ' <br /> willing to assume the duties of the Fiscal Agent and he has agreed. , <br /> The Fiscal Agent agrees to manage all Weed and Seed funds as approved by the Weed I', <br /> and Seed Steering Committee and in accordance with the Office of Justice Programs ' <br /> (OJP) Financial guideline. The Fiscal Agent works cooperatively with the Steering , <br /> Committee and Site Coordinator/Director to ensure fiscal accountability and that funds I <br /> are expended as approved by Community Capacity Development Office (CCDO) and the <br /> OJP Office of the Chief Financial Officer. More specifically, the Fiscal Agent expends <br /> the funds according to the budget, request budget adjustments, submits progress and <br /> fiscal reports and monitors sub-grantees and/or sub-recipients. � <br />
