Marley, P.E., Enginee g& Infr struc ure�rec <br /> Matt Newell, P.E., City Engine���'� <br /> � <br /> SUBJECT: License Agreement with Secure Energy Decatur, LLC for Construction and <br /> Maintenance of a Sanitary Sewer Force Main along Hubbard Avenue <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached Resolution authorizing the <br /> Mayor to sign a License Agreement with Secure Energy Decatur, LLC, to construct and maintain <br /> a ten inch sanitary sewer force main with related appurtenances along Hubbard Avenue, west of <br /> North 27th Street. <br /> BACKGROUND: <br /> Prior City Action: <br /> • November 8, 2007 - Decatur Zoning Board of Appeals approved the variance request by <br /> Secure Energy Decatur, LLC, to increase height from 125 feet to 207 feet to construct a <br /> gasifier building. <br /> • April 29, 2008 - City Staff administratively approved the site plan. <br /> Secure Energy, Inc. is a St. Louis, Missouri, based company focusing on coal conversion <br /> technologies. Secure Energy plans to utilize the former Caterpillar power plant (located near the <br /> southeast corner of the Caterpillar plant, see attached location map) and several pieces of <br /> existing equipment at the site as part of a new coal-to-natural gas conversion plant. <br /> The plant is expected to convert up to 1.4 million tons per year of high-sulfur Illinois coal into <br /> pipeline quality natural gas for use in the Decatur area and for sale to the interstate pipelines. <br /> The plant is projected to require an investment of over$500 million and will provide 40 full time <br /> jobs to operate the plant. <br /> In order for the project to commence, a License Agreement is required between the City and <br /> Secure Energy Decatur, LCC, to allow the installation and maintenance of a sanitary sewer force <br /> main to cross under Hubbard Avenue near the east edge of the Caterpillar plant and continue <br /> along the north side of the street to connect into a sanitary sewer interceptor owned by the <br /> Page � 1 <br />
