BLAGOJEVICH
GOVERNOR I
September 2008
Dear Circuit Breaker Enrollee:
We are pleased to announce the State of Illinois recently enacted a new law to provide
free rides on all fixed-route public transit systems in our state for people with disabilities
who are also enrolled in the Circuit Breaker program.
Under the new People with Disabilities Ride Free program, because you are currently
enrolled in Circuit Breaker, you are now eligible for free rides on all regularly scheduled
buses and trains that run on fixed-routes. Local transit agencies must begin offering free
rides no later than October 24, 2008, although some local public transit systems may start
sooner.
In the coming weeks, the State of Illinois will forward to you a People with Disabilities Ride
Free postcard that will serve as proof of your enrollment in the Circuit Breaker program for
transit purposes. Do not lose this postcard. While some transit systems may only require
you to have this card with you to ride a bus or train for free, other systems may also
require securing a local transit identification card. For example, for those Circuit Breaker
enrollees who wish to ride the Chicago area CTA, Metra or Pace fixed-route buses and
trains, the Regional Transportation Authority (RTA) requires riders to have a "Circuit
PermiY' transit photo identification card in order to ride for free.
Be sure to contact any local public transit system of interest for further details on how to
access your free rides. There is a list of all Illinois fixed-route systems and contact
information below for your convenience (also available at www.illinois.qov/transit). In
addition, please note that the free ride benefit is linked to your Circuit Breaker eligibility.
Therefore, you must reapply each year.
We are very pleased to provide you with this new benefit and hope that it helps getting to
work, school, medical appointments or with any activity of daily living.
Sincerely,
+'- • .
 c.t sAys..,.

Rod R.
