It is expected that the full completion and implementation of the master plan will require several
years and additional engineering agreements. Future work will include implementing the
recommendations identified in this initial phase of the master plan. Asset management techniques
will be developed with a special emphasis on the City's critical sewers. Future work will include
providing recommendations, alternatives, and planning tools to achieve a multi year rehabilitation
plan along with the necessary funding required to sustain it. Council approval of future phase work
will be sought as each scope of work is developed.
The City recommends BGM as the most qualified firm to perform the work required to implement a
Sanitary Sewer Master Plan for the City. BGM is a local firm that has worked with the City and the
Sanitary District of Decatur over the years on many sanitary sewer projects. Their knowledge of the
City's system is unparalleled.
POTENTIAL OBJECTION: There are no known objections to this proposed
agreement.
INPUT FROM OTHER SOURCES: None II
STAFF REFERENCE: Richard Marley, Director of Engineering &
Infrastructure(424-2747)
Matt Newell, City Engineer(424-2747)
Aaron Lawson, Assistant City Engineer(424-2747)
Richard Marley will be at the City Council meeting to answer any questions of the Council on this
item.
BUDGET/TIME IMPLICATIONS:
Funding for this work is currently allocated in the Sanitary Sewer Fund. The engineering services
agreement is for a fee not to exceed $135,000. Funding for future phases of the Master Plan is
allocated in the 5 year Capital Improvement Plan.
This project will begin immediately upon approval by City Council and is expected to be completed
in July 2009.
Attach: 2
cc: Matt Newell, P.E., City Engineer
Dick Borders, Municipal Services Manager
Bob Davidson, Engineering Technician Supervisor
Bainbridge, Gee, Milanski, and Associates, Inc.
Page 2
