CITY OF DECATUR <br /> SANITARY SEWER MASTER PLAN <br /> SCOPE OF WORK <br /> September 16,2008 <br /> PHASE I — CONDITION ASSESSMENT <br /> 1) REVIEW CURRENT STATUS <br /> a) BASIC GOALS: Review and document the basic goals for the financial, <br /> operational, maintenance, regulatory, and level of service aspects of the sanitary <br /> sewer system. BGM will act as the facilitator to aid City personnel in this process. <br /> b) BASIC OBJECTIVES: Review and document the current procedures or policies <br /> for obtaining the basic goals, the present criteria for measuring goal <br /> achievement, and the expectations of City personnel regarding this Master Plan. <br /> BGM will again act as the facilitator. <br /> c) OPERATIONS: Review and document the procedure or policy for operating the <br /> City's existing sanitary sewer system. <br /> d) MAINTENANCE: Describe the City's current procedures, activities, and <br /> schedules for maintaining the sewer system, including mechanisms for review <br /> and improvement of the maintenance plan itself. <br /> e) CMOM COMPLIANCE: Evaluate the City's preparedness for compliance with the <br /> USEPA's CMOM (Capacity, Management, Operation, and Maintenance) <br /> approach to collection system management. <br /> fi� GASB 34 COMPLIANCE: Government Accounting Standards Board Statement <br /> 34 (GASB 34) sets standards for governmental accounting for infrastructure <br /> including sewers. The City's accounting procedures for meeting GASB 34 <br /> requirements will be reviewed, but not in great detail. <br /> g) FINANCING: Review financing mechanisms for the acquisition, operation, <br /> maintenance, renewal, and decommissioning of sanitary sewer assets; review <br /> and document the current decision making process for O&M and capital <br /> improvement budgets and schedules. <br /> h) PLANNING: Assess the City's existing processes for planning and development <br /> with respect to sanitary sewers, including interdepartmental communications and <br /> information sharing protocols and procedures. <br /> i) LEVEL OF SERVICE: Determine the Level of Service (LOS) expected by <br /> sanitary customers, the LOS City personnel perceive to deliver, and the LOS <br /> required by regulatory agencies. <br /> j) CRISES MANAGEMENT: The City's response protocols to the various types of <br /> sanitary sewer failures will be reviewed, including hypothetical catastrophic <br /> structural failure of critical sewers. <br /> k) GIS MAPPING: This first step in building an asset management program is <br /> currently underway, and the overall effectiveness of the program hinges on the <br /> progress of the GIS mapping.
