DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2008-22
September 23, 2008
TO: Mayor Michael T. Carrigan and City Council
FROM: John A. Smith, Interim City Manager
Keith D. Alexander, Director of Water Management r
SUBJECT: Supplemental Water Supply Study
SUMMARY RECOMMENDATION:
Council approve the attached Resolution authorizing Task Order No. 14 (Supplemental Water
Supply Study) for the Continuing Agreement for Engineering Services with Black & Veatch
Corporation for a fee not to exceed $181,000.
BACKGROUND:
Recently Council expressed a desire to further investigate several supplemental water supply '
options that were recommended by City Staff, H. L. Chastain & Associates and the Archer I
Daniels Midland Co. This Task Order will authorize Black & Veatch to evaluate the options in
greater detail. The options are:
1. Review the ADM proposal for supplemental sources of water.
2. Evaluate the feasibility of using the South Water Treatment Plant lake emergency intake
during a drought period.
3. Review the concept and update the costs for constructing a new South Water Treatment
Plant water intake 1,300 feet upstream of the Highway 51 bridge.
4. Evaluate potential groundwater sources downstream of the South Water Treatment Plant.
Items 1 & 2 will be done first at a cost of$87,200. If the results of Item 2 indicate that use of the
emergency intake is feasible, then Item 3 may be undertaken at a cost of $34,500 only if
authorized by the City. If the results indicate that intake use is not feasible, then Item 4 may be
undertaken at a cost of $59,300 only if authorized by the City. Therefore, the cost of these
services will range from $87,200 to $181,000 depending on the results of the intermittent steps.
Black & Veatch was the firm that designed the City's south water plant intake structure, raw
water pump station and south water plant in the mid 1980s. Since then Black & Veatch has also
completed several other water plant, Lake Decatur dam and water resource projects for the City.
Since Black & Veatch is the consulting engineering firm with the best cumulative working
knowledge of these subjects, they are recommended for this work.
POTENTIAL OBJECTION:
None foreseen.
STAFF REFERENCE:
Keith Alexander, Director of Water Management, phone 424-2863, email
kalexander@decaturil.gov
