DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2008-19
September 8, 2008
TO: Honorable Mayor Carrigan and City Council
FROM: John A. Smith, Interim City Manager
Keith D. Alexander,Director of Water anagement I
SUBJECT: Water Distribution System Leak Detection Survey
Agreement for Professional Services with ADS LLC
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing an Agreement for Professional Services with ADS
LLC for a lump sum fee of$80,322.52.
BACKGROUND:
Since large portions of Decatur were developed from the 1920s through 1970s, our water distribution
system is relatively old. Due to the advanced age of a majority of our water mains, we lrnow that there is
some water loss from them. The average U.S. water utility loses 10-15% through leaks, the majority of i
which are relatively small and difficult to locate without the proper expertise. It is estimated that Decatur I
has similar losses. Highly sensitive audio equipment and skilled technicians are used in arder to '
determine the exact location of these leaks in order to repair them.
Due to the expertise needed to perform these surveys, City staff issued a Request for Proposals in May.
Two experienced firms, M. E. Simpson Co. and ADS Environmental Services, Inc., submitted written
proposals and came to Decatur for in depth interviews. Both firms are highly capable of performing this
work. City staff evaluation determined that ADS can provide the necessary services at a significantly
lower cost than M. E. Simpson. Therefore, ADS is recommended.
Documentation that the City has performed a system wide leak detection survey in recent memory cannot
be found. Therefore, in anticipation of the potentially large amount of leaks that may require repair; the
entire system will be surveyed over the next three years. It is common for water utilities to schedule leak
detection surveys in this manner.
POTENTIAL OBJECTION:
None foreseen.
STAFF REFERENCE:
Keith Alexander, Director of Water Management,424-2863, kalexander@decaturil.gov
Randy Miller, Water Services Manager, 875-5704,rmiller@decaturil.gov
BUDGET/TIME IMPLICATIONS:
The project is in this fiscal year's Water Non Lake Capital budget and is scheduled to take 3 years to
complete.
cc: Rob Grob, ADS LLC ,
Randy Miller,Water Services Manager
Rob Shirley,Water Production Manager
