ICuczynslci
Dir. oTinance and Administration
Starlc Area R.egional Transit Authority
l 600 Gateway Blvd. ,S
Canton, OH 44707
Dear Ms. Kuczynslci,
The Decatur (IL) Public Transii System requests that it be allowed to purchase five 29 foot,
heavy duty transit buses as part of the Starlc Area Regional Transit Authority's cun•ent contract
for buses with the Gillig Corporation of Hayvard, California. I understand that your agenc}has
contracted for more buses than it ilow needs and that your agency is willing to transfer some of
the surplus (unused build slots) to other transit agencies. This request is being made in
accordance with the Federal Transii Administration's uidelines for"piggybacicing"thai is
outlined by Administi•ator Gordon J. Linton in an October, 1998, letter concerning procurements
by organizations that vere not contemplated in an original purchase contract.
The Decatur (IL)Public Transit System has obtained and executed grants for the purchase of
four buses, and fully e:pects to have a grant executed for the fifth bus by the end of this year.
Purchasing buses through your agency's contract with the Gillig Corporation would greatly
reduce the wait time for delivery of the velucles and could possibly ]ower our cost per vehicle,
due to the economies of scale and the large number of vehicles that you have contracted.
Consideration of this request is most deeply•appreciated. Should you have any questions
concerning this purchase, please contact me by telephone at (217) 424-2820 or by e-mai] at
PMcChancvu,decaturil. ov.
Your simature below will indicate concurreilce and the Starl< Area Regional Transit Authority's
williness to t1•ansfer five unused build slots to the Decatur (IL) Public Transit System. If you
approve, please sil below and return one original to me.
Sincei•ely, Concurrence:
G- J , /' . ,) `
' ( «
Pa 1 McChancy arole A.
