Newell, P.E., City Engine��""' <br /> SUBJECT: Emergency Sewer Repairs at 1405 East Lawrence Avenue and 640 <br /> South Stone Street <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Council approve the attached resolution <br /> approving an expenditure of$19,562.39 with Bolt Plumbing for emergency sewer repairs <br /> at 1405 E. Lawrence Avenue and 640 S. Stone Street. <br /> BACKGROUND: <br /> On July 18, 2008, City staff became aware of a sanitary sewer health hazard. The houses <br /> at 1405 East Lawrence Street and 640 South Stone Street shared a common sewer service <br /> line which had collapsed. As a result of the collapse, the house at 1405 East Lawrence <br /> was without a working sanitary sewer. Worse, the collapsed sewer blocked the outlet for <br /> the sewer from 640 South Stone and sewage from that house was flushing in to the <br /> basement of 1405 East Lawrence Street. Since the combined sewer was located on the <br /> property at 640 South Stone Street, it was essential to obtain right of access to that <br /> property to repair the sewer. After several futile attempts to communicate with the owner <br /> of 640 South Stone to discuss the need for sewer repair, it was decided to construct a new <br /> separate sewer for the house at 1405 East Lawrence. The new sewer for 1405 East <br /> Lawrence was constructed on the Stone Street public right-of-way. The sewer for 640 <br /> South Stone was repaired at the main. <br /> Under Chapter 74 Section 14 of the City Code, the Director of Engineering and <br /> Infrastructure determined that the substandard private sewer lateral servicing the <br /> buildings at 1405 East Lawrence and 640 South Stone was in a state of disrepair to the <br /> extent that it constituted a threat to the health, safety, and welfare of the public. In order <br /> to remove the threat to the public, the Director of Engineering and Infrastructure was <br /> authorized to order the necessary repair work be performed. All expenses incurred to <br /> rectify the problem will be paid by the City and billed to the affected properties. A lien <br /> will be placed on the properties at 1405 East Lawrence and 640 South Stone to assure <br /> repayment. The owners of 1405 East Lawrence and 640 South Stone are agreeable to this <br /> arrangement and have signed contracts agreeing to pay the repair cost. Both properties <br /> appear to have a greater market value than the amount of the lien. Repairs began on July <br /> 22, and were completed on both properties July 31, 2008. <br />
