.
Mass Transit Memorandum
No. 062708-1
June 27, 2008
TO: Honorable Mayor Carrigan and City Council Members
FROM: John A. Smith, Interim City Manager G
Paul McChancy, Mass Transit Admimstratoy.
SUBJECT: Purchase Order for a 4-Post Vehicle Lift
SUMMARY Staff recommends that Council adopt a Resolution awarding a
RECOMMENDATION: purchase order for a 4-post vehicle lift to the lowest, qualified
bidder: Gray Manufacturing Company, Inc.
BACKGROUND: The Transit System's maintenance department wishes to purchase
a 4-post vehicle lift to be used in servicing Transit's cars, trucks,
and wheelchair lift vans. On May 22, 2008, staff placed an
advertisement in the Herald &Review newspaper requesting
sealed bids for furnishing the City with a 4-post vehicle lift.
Notices were also sent to 28 firms that were either suggested by
maintenance department staff or found on the internet. Ten bids
were received from nine different firms by the bidding deadline
on June 23rd. The Mass Transit Administrator reviewed the bids II
and determined that only two bids met all of the mechanical ,
specifications stated in the invitation for bids. For example, most '
of the bids that were eliminated did not have ramps and runways '
that could be adjusted for either a small sedan or a truck with dual '
rear wheels, measuring 95" wide. Staff determined that the two '
remaining bids met all of the published specifications, with no
variances, and that these bids complied with all other requirements
of the bidding process. As shown on the attached tabulation of
bids the lowest, qualified bidder was Gray Manufacturing
Company, Inc. with a bid of$ 8,507.00.
POTENTIAL Bidders had 5 days from the date of the bid opening to file a protest.
OBJECTION: No one has objected to awarding the purchase order to Gray Manu-
facturing Company, Inc. No objections are expected.
INPUT FROM James Gillum, Maintenance Superintendent
OTHER SOURCES: Decatur Public Transit System
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME Staff has already obtained a federal grant for 80% of this purchase.
IMPLICATIONS: City funds have been budgeted for the remaining 20%.
