Thomas, Lieutenant <br /> Reference: 2008 Justice Administration Grant(JAG) <br /> 2008-F5776-IL-DJ <br /> Memorandum of Understanding <br /> Purpose: The purpose of this memorandum is to inform the Mayor and City Council of <br /> the application for the 2008 Justice Administration Grant(JAG)offered through the <br /> Bureau of Justice Assistance(BJA). This is the fourth yeaz for the JAG Crrants. The <br /> JAG has replaced the Loca1 Law Enforcement Block Grant(LLEBG)that has been in <br /> place and udlized by the police department since 1997. <br /> Background: This is a federal grant for municipal police departments and replaces the <br /> Local Law Enforcement Block Grant. This federal grant is administered by the <br /> Department of Justice,Bureau of Justice Assistance and passes through the Illinois <br /> Criminal Justice Information Authority. The level of funding for this grant is $28,725. <br /> However,The County of Macon has applied as a Disparate Jurisdiction to the State of <br /> Illinois, Office of the Attorney General and was granted disparate status. An agreement <br /> between Sheriff Jerry Dawson and Police Chief James Anderson was reached and Macon <br /> County is receiving$7181.25 or 25%of the JAG funds,redirected from City of Decatur <br /> funding. Macon County will apply and manage their grant funds. The remaining funds, <br /> $21,543.75 aze designated for use by the Decatur Police Department. This grant does not <br /> require a cash match. Funding will be used to achieve three goals set forth in the grant <br /> application; 1)concentration of enforcement resources on criminal offenders that commit <br /> a disproportionate amount of crime in the city and 2)the purchase of additional defensive <br /> weapons for police patrol officers. Without this grant, funding to augment the current <br /> police patrols and to purchase additional Tasers would not be available. <br /> Reference: The current offering of grant funds(2007 JAG)through the BJA provides <br /> additional funds for continued overtime hire back patrols to enhance the efforts of <br /> community policing and crime prevention. The department intends to use this grant <br /> (2008 JAG)to secure additional defensive weaponry for the protection of the citizens and <br /> the of�icers. Additionally, we wiil use the remaining 2008 grant funding to provide <br /> overtime hire back for Anti-Crime Team and bikes, for the purpose of crune suppression <br /> and drug enforcement. <br />
