ENGINEERING & INFRASTRUCTURE MEMORANDUM
NO. 2008- 58
DATE: July 3, 2008 ',
TO: Honorable Mayor Carrigan and City Council Members
FROM: John Smith, Interim City Manager I C-, l
.,J'
R ic har d G. Mar ley, P.E., Engineering& In fras truc ture Direc tor
Keith Alexander, Director of Water Management
SUBJECT: City of Decatur Top Priority Projects
SUMMARY RECOMMENDATION: The Administration recommends that Council
approve the attached resolution identifying the top priority projects for the City of Decatur.
BACKGROUND: At the June 2 meeting, Council members were provided with a
comprehensive list of all unfunded projects so that priorities may be established. The list of
projects included projects previously identified in the December 2007 High Priority Capital
Improvement Project table, projects included in the Governor's proposed Capital Bill, plus
projects from the City's unfunded capital project list. Council Members were asked to
identify their top priority projects, and City staffcompiled Council responses. The results of
the City Council poll on unfunded capital projects was presented for Council consideration at
the June 30 study session. Based on Council direction, five projects were identified as being
the City's top priority unfunded projects.
1. Police Department Building. This project will allow for the Police Department to
acquire much needed additional office space. Options include construction of a new
building or refurbishing an existing building. The result should be a state of the art, law
enforcement center that will address the space needs of the department and the safety
needs of the community. Providing adequate space will enhance working conditions for
the Police Department and assist in attracting and retaining quality law enforcement
officials, and will contribute to the overall health and safety of the community. The
estimated cost for the project is $15 million.
2. Brush College Road Improvements from William Street to Faries Parkway. Brush
College Road is a main transportation corridor that serves several Decatur industries. The
route is heavily used by employees and trucks of all sizes. As a result of physical
constraints at the William Street intersection and the raikoad underpass north of William
Street, significant traffic congestion occurs daily. This project will improve both the
William Street intersection at Brush College Road and make improvements to the
underpass improving both safety and capacity. The estimated cost for the project is $4.5
million.
3. Permanent Lake Tokorozawa Pumping and Piping Infrastructure. It is proposl to
construct a permanent pumping station and underground pipeline to transfer water from
Lake Tokorozawa to the South Water Treatment Plant. The pump station and pipeline
Page 1
