ATTACHMENT A <br /> FOR <br /> TASK ORDER N0. 13 <br /> FOR <br /> CONTINUING AGREEMENT FOR ENGINEERING SERVICES <br /> Owner: City of Decatur, Illinois <br /> Engineer: Black&Veatch Corporation <br /> Project: High Level Analysis of Reinvestment Requirements <br /> Date: July 10, 2008 <br /> DESCRIPTION OF SCOPE OF SERVICES <br /> The scope of services described herein is for the performance of a high level analysis and <br /> risk assessment for reinvestment requirements for Owner's above-ground,potable water <br /> supply and production assets. The analysis is intended to provide a cursory overview of <br /> reinvestment requirements for near term budgetary planning, and is not intended to serve <br /> as a comprehensive Asset Management Plan. <br /> High Level Analvsis <br /> Services shall include tasks necessary to prepare an estimate of the level of reinvestment <br /> required to maintain the value and functionality of Owner's above-ground supply and <br /> production facilities. The analysis shall be based on available fixed asset records,past <br /> construction cost invoices and engineering estimates provided by Owner, and <br /> construction cost indices published in the Handy-Whitman Index of Public Utility <br /> Construction Costs TM for the North Central region. <br /> Specific task to be performed by Engineer shall include the following: <br /> Task 1 —Initial Meetin�and Data Collection <br /> This task will involve collecting and reviewing basic data to be provided by Owner. <br /> Requested data will include a detailed inventory of supply and production facilities <br /> including actual or estimated year placed in service, original cost, cumulative and annual <br /> depreciation, anticipated service lives, and any related reports or inventories by others. ' <br /> Supply and production facilities to be considered in these analyses include: I, <br /> 1. Lake Decatur Dam and intake facilities; I <br /> 2. Dewitt County Well Field; <br /> 3. William Street Reservoir and Pumping Station; <br /> 4. Raw Water Line to Treatment Plant; <br /> 5. Ra.w Water Pumping Station; <br /> 6. South Water Treatment Plant(by individual components); <br /> 7. Lime Sludge Storage Lagoons; <br /> A-1 <br /> City of Decatur Task Order No. 13 <br /> Rev.06-23-08 <br />
