Newell, P.E., City Enginee.q��/ <br /> YIµ/� <br /> SUBJECT: Agreement with Blank, Wesselink, Cook& Associates to Inspect the <br /> Garfield Avenue Bridge, City Project 04-27 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Council approve the attached resolution <br /> approving an expenditure of$6,100 with Blank, Wesselink, Cook &Associates, (BWC), <br /> to provide a structural inspection of the Garfield Avenue Bridge over the CNIC tracks <br /> (between Clinton Street and Illinois Street), City Project 04-27. <br /> BACKGROUND: <br /> On September 6, 2005, the City Council awarded a contract to BWC to provide <br /> professional design services to rehabilitate the Garfield Avenue Bridge. Previous <br /> inspections of the bridge had determined that some portions of the structure were <br /> deteriorating and in need of repair. <br /> During the in depth design process, it was determined that the deterioration noted in <br /> previous bridge inspections did not pose an imminent threat to the safety of the bridge <br /> and the public. Rehabilitation work is necessary on the bridge but was not determined to <br /> be an immediate need. No weight restrictions were necessary for the bridge. Funding <br /> limitations and project priorities in the City's Capital Improvement Plan have delayed the <br /> bridge work to approximately 5 years in the future. Staff recommends that BWC be <br /> retained to provide a follow-up structural review of the bridge to determine if it is <br /> feasible to delay the proposed Garfield Bridge rehabilitation work for up to 5 years. <br /> POTENTIAL OBJECTION: There are no known objections to this <br /> request. <br /> INPUT FROM OTHER SOURCES: None <br />
