4 <br /> RESOLUTION NO. R2008-93 <br /> RESOLUTION APPOINTING MAYOR <br /> MICHAEL T CARRIGAN <br /> WHEREAS, Paul Osborne was elected to the office of Mayor of the City of Decatur, <br /> Illinois, at the general municipal election held on April 17, 2007, to serve from May 1, 2007 <br /> through April 30, 2011; and, <br /> WHEREAS, that effective June 1, 2008, Paul Osborne resigned from the office of Mayor <br /> of said City, thereby creating a vacancy in said office; and, <br /> WHEREAS, on June 1, 2008, more than 28 months remained in Paul Osborne's term of <br /> office of Mayor, and said date is more than 130 days prior to the next scheduled general <br /> municipal elected, to be held on Apri17, 2009; and, <br /> WHEREAS, pursuant to Illinois Compiled Statutes 65 ILCS 5/3.1-10-50, the City <br /> Council must appoint some person to fill such vacancy until the next scheduled general <br /> municipal election. <br /> NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section 1. That Michael T. Carrigan, be, and he is hereby, appointed to the office of <br /> Mayor of the City of Decatur, Illinois, and that Michael T. Carrigan shall perform the duties <br /> and possess all the rights and powers of said office, and shall serve until a successor is <br /> elected and is qualified as provided by law. <br /> Section 2. That Michael T. Carrigan does hereby vacate his seat as City <br /> Councilman/Mayor Pro Tem. <br /> Section 3.
