The one that we did not reach fully is that
of reducing the tons of soil being delivered each year to the lake. However, we came
very close to reaching the numbers set forth in the report. Plus, we continue to do work in
the Finley Creek Watershed with the money we have remaining in the account.
Overall, we ended up preventing 11,119.23 tons of soil from leaving the
watershed. Projected out over the 15-year life span of the project we saved 166,788.45
tons of soil or roughly 7,581 semi-trucks full of soil. In the feasibility study of Lake
Decatur Watershed Management Alternatives for Sediment done in 1998 by
Environmental Planning and Economics Inc. for the City of Decatur, it was determined
that it cost $4.59 per ton to remove one ton of soil from the bottom of the lake. "1 his
means we Saved the Citv $7C5 58 99 in dredin; costs in the Finlev Creel basin over
the lii:e span of the projects iaistalled.
Of the $75,000 allotted to the Finley Creek Watershed Project, we only spent
$44,098.59. The Federal and State Government programs combined to spend
$115,764.49 in the Finley Creek Watershed. For a total of$159,863.08, which is above
and beyond the $75,000 received from the City of Decatur. This tells me that if the
Federal and State programs were not used in this watershed we would have needed the
$75,000.00 received from the City of Decatur plus an additional $84,863.08 to obtain the
same results. We were able to s►ve 30,901.41 of the City of llecatur's money by
using Federal and State Cost-share programs.
We are recommending to the City of Decatur that the $30,901.41 dollars that
was saved in Finley Creek Watershed basin be extended for further projects in
Finley Creek, and add Big and Long Creek Watershed to the cost-share program.
We have finished the Big and Long Creek Watershed report and would like to request an
additional $75,000 from the City of Decatur. The additional money would be to go
towards a new program that will assist in getting more of our streams in this watershed
area protected which in turn will lesson the sediment delivered to Lake Decatur. The
committee, SWCD, the USDA-NRCS, USDA-FSA, U of Extension, AWI and Farm
Bureau will be working out the details of the program based on the new farm bill. We
are also hoping to once again use this money to leverage more Federal and State Dollars.
Also any interest that was collected off of the $75,000 while in the SWCD account will
be put towards more projects as it always has in the past. None of the $75,000 is used
towards administration costs. Our recommendation should save the City money in the
long run. Any soil that we keep out of the lake now will be that much less that will have
to be dredged in the future.
I would like to take this opportunity to thank the City of Decatur, Finley Creek
Watershed Committee, USDA-NRCS personnel both local and state, Macon County
SWCD staff and the landowners in the Finley Creek Watershed who all helped in making
this a very successful project.
